iPhone Spotlight does not work as advertised

have iphone 5s ios 8 now.

know, apple promised spotlight: https://www.apple.com/ios/whats-new/spotlight/

not seem work, have gone settings >> general >> spotlight search , enabled following:

applications
spotlight suggestions
contacts
music
notes
mail
messages
bing web results

have enable else? not work outside usoa?
 

i'm in canada , works. assume mean wiki , bing results.
