iCloud Photo Library Not Uploading All Pictures

i can't seem figure out life- trying use icloud photo library. seems upload 15 out of 450 pictures on iphone. have disabled , reenabled it, still won't upload (yet shows uploaded!). have enough space (200 gigs). else have problem?
 

when go icloud settings under photos, icloud photo library. turned mine on yesterday afternoon, , still says updating, , 9am on here. happening on devices, , progress bar isn't moving @ all. else experiencing this?
