Require Password After Sleep not Carrying Forward

so here yet issue mavericks 10.9. previous versions (i believe), if set "require password" after sleep on, carry forward , set next user logged in. seems not anymore. while unfortunate, question is:
there anyway force stay on no matter logs in?
