Hotspot playing up in 8.0.2

i have updated iphone , ipad ios 8.0.2 , have noticed ipad showing phone connect personal hotspot though option switched off on phone. when click join on ipad, turns personal hotspot on on iphone. surely can turn option on on phone? know cannot connect without password, stranger turn on?

i'm not allowed use personal hotspot on contract don't want issue. advice? can see below, ipad showing phone available though it's turned off on phone?
