Remote Hotspot Failure

anyone have ideas on how fix ios 8 personal hostspot issue. have iphone 6 running ios 8.0.2 , ipad air running ios 8.0.2.

on ipad see name listed under personal hotspots when chose never connected. received error "remote hotspot error". what's weird name appears in wifi name full name , not name appears under general > > name.

0 configure hostpot functionality suppose part of hand off , not carrier hotspot stuff.
 

make sure iphone 6 using wifi only.

if trying connect through cellular have carrier.
