iTunes Match syncing music when disabled in 8.0.2

i upgraded 8.0.2 ota shortly after became available. have itunes match enabled , couple of playlists downloaded on phone.

roaming in , started getting text messages bell in canada saying @ 100% of roaming data (500mb) within 2 hours of being in us. went cellular usage , saw system services , media services.

figured out itunes match decided sync entire library reason. , on cellular. there didn't appear way stop it. disabled itunes match , deleted music library storage. continued download music!! after reboot.

had disable roaming data don't have take out loan pay bill next month. has cost me $125 in roaming charges! seen this?
 

should have mentioned, on iphone 6 plus.
