iPad Need help. iTunes shows more photos than what's on my iPad

i'm running ios 8 on ipad air. problem has existed while now. reason, itunes says there 25 photos on ipad, using 8.7gb of space. however, have 3 photos on ipad. when check storage on ipad, says same thing itunes does. deleted these photos months ago. how these gigs not being released? how can , how can fix it?
