'New Telephone #' iPhone 6+ purchase - what are my options?

just happened snag in-store pick-up at&t iphone 6+ have few questions before head store pick-up.

i'm out of contract on small business account unlocked at&t iphone 5.

tried port number account new at&t personal account through apple.

kept getting error:
"the service area of physical address entered not match phone number you’ve asked transfer. please verify phone number or enter address plan use iphone often."

number pa & new address nyc.

decided opt click 'give me new number' order in.

options now?

do pick phone , call at&t , ask them port number?

can tell apple want pay phone outright , not on contract when pick-up? if so, can use at&t phone on t-mobile or locked? (this want, hope can happen!!)
