iOS 7 keeps accessing network

so i've looked around answer this. i've been able find has app store app. , "fix" keep restarting phone.

whenever access app store, not time, often, spinning wheel beside network id (lte or wifi symbol) pops , won't go away. launch app store app, , disappears. when go home screen, pops again. i'll same other apps. , disappear. looks shows on home screen.

keep going long, until restart phone. pain in arse since check app store app often. biggest concern, is using network. on wifi, it's no issue. when i'm on carrier's network (lte), i'm afraid using data. it's using it.

1. using data? or glitch ios, , it's not doing network activity.

2. how stop happening? if using actual network activity/data.
