unable to create wi-fi network

-

in mavericks (and mountain lion, lion, snow leopard, leopard, etc.) click wi-fi icon in menu bar & select 'create wi-fi network' (or similar).
in yosemite, see 'join other network' or 'open network preferences'.
else seeing issue?
