Why doesn't iCloud stay on in iPhoto??

i having issue iphoto on mac. every time load it asks me if want turn on icloud. , have wait while activates , downloads 1,000 pictures in photo stream. can tell me why happening? if go settings > icloud > iphoto checked , under options have photo stream turned on.
