iPhone 4s - Bluetooth now working (though wifi works great)

hey guys!
i'v been searching lot answer no luck :(

have iphone 4s, 6.1.1, , bluetooth "searching..." no other device can find it, , iphone not find other device...
wifi on other hand - works great....

on iphone tried:
*restoring
*settings reset

on devices (car bluetooth, portable speaker, laptop - none can find or found iphone) tried resettings them. have mention work perfect other devices...


1 knows how solve issue? software fix? hardware fix?
