iPhone 6 Models - Internationally Unlocked?

hi guys,

plan buy iphone 6 , not mind paying unsubsidized price contract free, can used outside us.

did quite research , have come conclusion iphone 6
model - a1586 , iphone 6 plus model - a1524 best world phones use. these models issued c spire, sprint , u.s cellular.

know, if these phones internationally unlocked ? know there law passed bans carriers unlocking phones - not sure if being implemented. know ?

also, if buy locked phone @ full price either c spire, sprint or u.s cellular, can unlocked ?
