Monthly rates for phones

i have 2 questions.

1. why monthly rates same unsubsidized phones (phones bought @ retail) phones subsidized? got off phone at&t , did confuse me more.

2. there discussion somewhere best carriers? i'm debating whether stay at&t or go t-mobile, seems cheaper. i'm in nyc area , coverage t-mobile (and at&t).
 

the price of phone ( in , of itself) has nothing cost of service provided nor should it, in opinion.

subsidized phone uses data same way unsubsidized phone does.
