Family sharing - are only the initiator's purchases available for sharing?

i looked through process of setting family sharing , seems there 1 main organizer , 4 members can access organizer's previous purchases (provided developers have made apps shareable).

question is, if other member of family has purchases prior joining family sharing, can organizer download member's previous purchases well?
 

i've set 3 of us, 1 of child. 2 adults able see/download each other's purchases. if recall, did take awhile them show though.
