iCloud photo library

i dont have option turn on icloud photo library, iphone 5s ios 8 gm
im missing?
 

second that. iphone 5 , ipad 3, both on ios 8 gm. neither prompts me toggle bar "icloud photo library". upgraded 200 gb plan, there should not kind of storage limit issue either.
