iPad is stuck in infinite 'boot up loop'. How do I reset?

i have 3rd generation ipad that's wifi model , 64gb model.
have been using version of ios 7 on awhile , @ times mysteriously reboot. in middle of using or not using @ , see restart.
release of ios 8 installed new version hoping may fix issue. sadly got worse. able device few times last 5-6 days can't it. stuck constant reboot loop. shows apple logo it's restarting never restarts. makes sound beep , begins restarting once again. never ending loop. left unplugged battery run down , plugged in again didn't help. read on google how can put restore mode pressing home button while connecting computer/itunes didn't help.
don't know if upgrading ios 8.0.2 fix problem. not i've never done reset. ipad backed 2 weeks ago icloud i'd if possible factory reset , wipe device can upgrade ios 8.0.2 , reinstall apps. yet don't know how if can't device.
have tried reset hold down sleep/wake button same time home button doesn't help. tried connecting itunes reset won't let me unless enter passcode on ipad , never boots point of can that. also, thought of doing reset on icloud (marking lost ipad reset) realize work if boots enough icloud.
unfortunately 1 apple device didn't applecare on there not warranty on it. hope i'm able somehow hard reset on without booting it. hope if have take apple there charge this?

 

if it's out of warranty apple wil charge if close end of warranty call apple store , see say. aren't able type of starting screen then? sits in startup loop? if that's case..... doesn't sound good.
