Carrier AT&T not upgrade eligible, discounted prices?

going check upgrade eligibility, turns out im not eligible until oct 22 upgrade. though did realize if today, $200 cheaper off contract phone. price of "early upgrade"?

secondly, if go ahead , buy phone off contract, affect monthly bill @ all? (mobile sharing plan)
