Should I be contented with a 16gig since we have iCloud drive now?

hey guys;

live (turkey) price difference between 16gig , 64gig iphone 6 ~$140 (300 turkish liras) since using spotify premium (although it's not having itunes library, music catalogue isn't perfect , have manage online/offline availability time, that's why still have 1500 songs installed on iphone) , having icloud drive 2$ month 20gigs, think should contented 16gig iphone 6?

use 32gig iphone 4s , there's barely space have +1500 songs installed on , photos camera roll of course.

of course sounds stupid question since it's me wanted ask other people's opinion.
 

i got 16 gb same reason.
