Can you Pre-Order from Verizon (full price) if you're not a Verizon customer?

i wanted know if have chance verizon iphone during pre-ordering process friday.

if i'm not verizon customer, there chance can go on website , order phone full price them friday?
 

would love know well.

want phone can used providers. on att's gophone plan, keep options open if possible.

don't have apple store anywhere near me.
