MacBook Air charger not consistently charging

i own mid-2011, 11 inch macbook air , lately charger (60w l-shaped) has been switching red green light when not @ 100%. means macbook charges overall (as seems increase % when color red). when macbook lid closed however, light remains red , charges normal. had friend come on test macbook charger, , macbook , problem charger , not battery. seems when run more intensive programs (even youtube videos) green light shows more often. had concluded there not enough power going laptop charger not charge , power active programs @ same time. know how can fix this, or other conclusions problem? there no visible damage charger, , relatively new (6 months)
 

running air while charging can , exceed output of charger , result in using charger , battery power.
