Drag files to Finder toolbar?

it seems it's no longer possible drag files or applications finder toolbar create shortcuts. or here?
 

that doesn't work me either. i'm that's no longer possible.

out of curiosity, why important when can drag files , applications dock or create shortcuts on desktop?
