How to get Keychain approval code?

trying enable keychain on mac, ipad , iphone. when hit enable says approve security code. enter 4 digit code think correct, although don't recall making one. goes verification code screen , says sent phone number (1-***-***-**22 [and last 2 22]) , asked 6 number code.

supposed send me text message? don't , have no way of entering code. have tried dozen times , @ least couple on each device nothing happens. checked itunes account , phone number correct.

running ios 8, yo dp8 , drive. doing wrong?
 

set trusted devices , @ least 1 sms capability @ appleid.apple.com. set security code.
