How to set up continuity?

so have iphone 5 , ipad air, ipad mini retina display. how set these devices can make phone call , send text message on ipad , macs? tried send text message on ipad air , not send. ipad not pick phone calls. there settings missed? or happens automatically?
 

in facetime (make sure logged in), go preferences , @ bottom, make sure set start calls phone number. also, make sure iphone , ipad air set allow messaging , making calls under settings. once logged same account on devices , have them set up, should go except sms relay, turned off apple.

should pop message on 1 of devices once log in , set things up.
