iPhone 5 Stuck in Recovery Mode Error 3194

hey guys, guy lives near town selling iphone 5. claims tried update latest ios , while updating, computer shut down. says iphone stuck in recovery mode , gives 3194 error everytime tries update. i'm thinking of buying , fixing it. fixable?
