External Battery Pack Question

i know iphone forum figured answer question. i'm looking purchase large external battery pack trip europe can recharge both our ipads , iphones.

basic question is, battery pack largest size capacity (mah) give power recharge things or can pack 9,000 mah give more power unit 12,000 mah? seems pack highest capacity best pick, true?
 

the more mah, more times device can recharged. now, quality of external battery packs varies, in general numbers don't lie.
