Contacts syncing through iCloud but not showing up at icloud.com

i added contacts on iphone (5s). contacts sync icloud , verifiable fact appear on ipad (3). however, when access them @ https://www.icloud.com/#contacts don't appear.

it's if they're going through cloud not staying there!

can edit contact on 1 device , changes instantly replicated other device icloud.com seems oblivious.
