twenty-five years later, burger’s view seems quaint powdered wig. not individual right firearm accepted, increasingly states passing laws legalize carrying weapons on streets, in parks, in bars—even in churches.

many startled learn u.s. supreme court didn’t rule second amendment guarantees individual’s right own gun until 2008, when district of columbia v. heller struck down capital’s law banning handguns in home. in fact, every other time court had ruled previously, had ruled otherwise. why such head-snapping turnaround? don’t answers in dusty law books or arcane reaches of theory.
