Need to rebuild an inherited MacBook at work, 2 questions

1) have serial number great gives me year built , hardware specs, how know version of os x should run?

2) new laptops ship recovery partition, i'm willing bet didn't (based on serial older macbook circa 2008), there easy way find out or obtain copy of whichever version of os should running?

said asked rebuild laptop new employee, there no software , since i'm new here have no idea built it, etc.
 

what mean rebuild laptop? software wise?
well, if 2008 macbook, i'm going suggest snow leopard maximum os, since old machine.
