Volume key won't change ringer anymore

i noticed unable change ringer level on iphone 5 running ios 8 using volume keys.

have go settings -> sound manually change ringer level on phone though have 'change buttons' option turned on in settings.

please help!

1 of apps running in background not allowing me change ringer volume. uninstalled , works fine now.
