Family Sharing - Change Birthdate?

like many others, created kids own appleid long time ago using birthdate have icloud accounts backing devices , not using storage.

ios8 gm (yes developer), loaded on devices hoping use family sharing , "ask buy" feature, can't seem able change birthdate age younger 13 (they 7 , 10). has been able changed successfully?

also, haven't been able "ask buy" feature working yet either. keeps asking credit card on devices despite showing in "organizer" account proper cc should used on account.
 

throughout beta period there note in release notes still unable create account under 14. looks that's still case , i'm assuming they'll allow such accounts created when ios 8 officially released on wednesday.

far ask buy feature, it's understanding works accounts 13 , under, , since can't create account under 14 ask buy won't work yet either.
