iCloud Photo Library Not Yet Available

so first on ios 8 gm on iphone 5, got 6 had ios 8 on , had icloud photo library working fine. did update 8.0.2 , usage , standby time wern't reading correctly did clean dfu install of 8.0.2. when try turn on icloud library damn error.

says "icloud photo library not yet available" we're adding users daily. come start using icloud photo library.

hell apple. first off using before no problems , take away. should show on apple id. secondly why show a toggle in ios tell me can't use it.

love apple , have getting sloppy...this whole photo thing mess. shouldn't have introduced of these new features untill ready. never wanted 1 of these people apple getting sloppy under tim cook....
 

i'm not trying wiseguy, seems more issue apple here can with.

let know don't have option try , turn on icloud photo library.
