I guess I can't now update from 7.0.4 to 7.0.6?

stupidly, tried updating ipad mini 7.0.4 7.0.6 downloading ipsw , alt-clicking on "restore". ended getting "not eligible requested build" error, , of course ipad in recovery mode.

forced update 7.1.1 before can restore backup?
