MacBook Pro 13 - fan jumps to 6000 rpm when laptop sits flat

i've repaired water damaged macbook pro 13" came without hard drive. bought 60gb 1 load os x , test following repair , works fine except fan jumps 6000+ rpm when laptop sits on desk when tilt forward slows 2000+ rpm. no on heating issues happens moment switch on... ideas anyone?
 

a misaligned fan? open , check if it's seated correctly , re-tighten screws.
