Photos Not Transferring To Photostream...

so wife has on 1100 photos on iphone 4s. taken iphone. 56 of them have transferred on photostream. pictures last week , pictures today. no pictures sunday or monday. no pictures before last week.

tried usual suspects. turned both ipad , iphone off. turned wifi off , on on both. reset photostream on both. can't figure out why 56 pictures transfer over.

further suggestions? else experience this? appreciated.
 

also tried logging in , out if icloud...still same 56 photos transferring over.
