Using an iPhone 5c as an iPod touch?

odd question here , i'm hoping more smarts me can out.

want buy ipod touch kids , upgrade them phone later on... within year maybe.

though, possible (smarter maybe?) buy 5c no number/active line can used touch? when i'm ready, can't activate phone line on 5c.

if can done, using 5c touch, what's best way go it?

hope made sense :)
 

it should work, need buy 5c unlocked (sim free) bit more expensive buying 1 on contract carrier. once ready transition full phone take carrier , set sim.
