iMac Wont Power Up

a friend of mine gave me bunch of computers had been donated him. unfortunately, none of them working , asked fix them. 20 inch imacs 2009. emc 2316. none of them have operating systems on them. when go power them on, make startup noise, gray screen comes on, , system shuts down. have attempted power target disc, single user, , safe mode. suspect hardware related given system shuts down before can see looking os incorrect. advice appreciated.
 

many donated computers reputable organizations have had hard drives removed security reasons...

i'd check first...
