iPhone 4S America Movil Mexico Unlocked but No Service

my cousin gave me iphone 4s factory unlock him. remember checking imei him in past on free sites , came locked in simlock status check surprise, shows unlocked.
know sure got locked , used gevey sim (or kind) unlock gave him trouble , stopped working , "searching" , "no service"
wondering whether america movil mexico may have unlcoked older iphones (like swisscom switzerland did , iphone 4 unlocked free) 4s has hardware problem or these free sites don't give accurate status check.
i've used many , of them showed unlocked want 100% sure.
