Why no Touch ID/passcode to prevent shut down?

unless i've over-looked somewhere, why hasn't happened? prevent thief shutting down (when it's being tracked example).
 

that won't happen because thief have let phone die on own.

can have phone automatically send location data apple when battery gets critically low.
