Is this normal behavior in the messages app?

whenever viewing text message thread , bring keyboard, recent messages don't move recent messages above keyboard. instead, recent messages remain , covered keyboard.

tell me that's not design, because moving messages before type make sure there no new messages. maybe 5% of time when bring keyboard, messages move expect them to.

make sense? bug?
