System setting widgets?

is possible have system setting shortcut widgets in ios8? maybe toggle 3g, lte , location?

if it's not possible, possible have @ least shortcut (maybe url of kind) specific system page? maybe button bring me straight cellular data page?

think there many clicks toggle mobile data. should have added control center toggle beginning.
 

search app 'launcher' on app store. there's thread around somewhere well. want.
